BUJUMBURA, November 18th (ABP) – The Minister of Civil Service, Labor and Employment, Vénuste Muyabaga held, on Thursday, November 14, 2024, a meeting for human resources managers from the various ministries, to address issues related to punctuality at work, rigor at work and the accountability of civil servants to the State according to their specifications.
On the subject of punctuality, Minister Muyabaga said that to achieve the vision of Burundi as an emerging country by 2040 and developed country in 2060, all civil servants must work in the interest of the country by respecting working hours because, he explained, employees being late for work is one of the things that hinders good production in the country.
For this reason, Minister Muyabaga recommended that human resources managers check attendance records and the time clock so that all state employees sign on arrival and return to work. For those who do not respect this standard, sanctions will be provided, he announced.
On this, he called on all state officials to respect working hours; the time of arrival at work is set at 7:30 a.m. and return home at 3:30 p.m. To that end, he called on the Inspector General of the Civil Service to verify, from the week of November 18 to 24, 2024, compliance with working hours in the country’s various services.
With regard to accountability, he called on human resources managers to verify whether each civil servant is fulfilling his or her duty, according to his or her specifications.
Concerning new recruits who do not receive their salaries on time due to their incomplete files, Minister Muyabaga recommended that human resources managers check those files before sending them to the Ministry of Labor, in order to avoid payment delays. On this, he declared, the said ministry renewed its commitment to pay the salaries of new recruits, at the latest in the third month, since taking office. In addition, the Ministry of Labor has distributed a list of documents to be sought for new recruits. Those lists that will be posted by human resources managers, within their respective services, he specified.
As for the processing of files that are dragging on, Minister Muyabaga replied that a new direction has been given to all provincial coordinations of the civil service. Thus, all files must be processed immediately. To avoid these delays, the ministry will continue to build the capacities among its employees.
