Oral questions with debate addressed to the Minister in charge of community development

BUJUMBURA, January 13th (ABP) – The Minister of the Interior, Community Development and Public Security, Martin Niteretse on Thursday, January 8, 2025 answered oral questions with debates from MPs on the monitoring report on the implementation of the recommendations of the Court of Auditors in the communes of Gitega, Giheta and Ndava.

The Standing Committee on Public Accounts and Finance, Economic Affairs and Planning immediately presented to the deputies the analyzed report on the monitoring of the implementation of the recommendations of the Court of Auditors of the Gitega commune.

In the report, it was noted that the recommendations have been implemented up to 63%. However, those partially implemented represent 10.9% and 26.1% have not been implemented.

Regarding the analysis of the monitoring report on the implementation of the recommendations of the Court of Auditors by the Giheta commune, the commission responsible for communal development noted that this district has not been diligent in complying with the implementation of all the recommendations.

The recommendations implemented amount to 46.15% while those that have not been implemented at all are estimated at 38.4%, while 10.25% represent recommendations that have been partially implemented.

The same commission recommended that the communal authorities of Giheta comprehensively apply the laws and regulations relating to the effective and efficient management of the district, otherwise the supervisory authorities must call them to order or punish them if necessary.

According to the commission in charge of social affairs, the results of monitoring the implementation of recommendations in Ndava commune show that out of 42 recommendations, 20 have been completely implemented or 47.6%, only one has been partially implemented or 2.3%. 20 recommendations have never been implemented or 47.6% and one recommendation was not applicable.

After the presentations of the reports of those commissions, Minister Niteretse praised their efforts. He also thanked the administrators in raising awareness among their constituents on the importance of development work, while testifying that in all the communes of the country, Burundians know it.

The deputies wanted to know what is missing for those recommendations to be implemented. Minister Niteretse indicated that the ministry will work closely with the administrators to implement all those recommendations. And to add that each year, the evaluation of the activities carried out in the communes will be organized to see the commune which will be well carried out the development activities.

The deputies recommended to the ministry to be more involved in the monitoring of the implementation of the recommendations not implemented or partially executed before the entry into force of the organic law determining and delimiting the provinces, communes, counties, villages and or quarters of the Republic of Burundi.
