CIBITOKE, October 4th (ABP) – In these days, anarchic constructions have been observed near irrigation channels, and especially in irrigated and flood-prone agricultural areas, in Rugombo district, Cibitoke province.
The proliferation of that type of constructions is observed in the Cibitoke and Rusiga villages, Cibitoke County, where people from certain localities witness the risks of flooding to which they expose themselves, each time it rains torrentially.
According to the Cibitoke County leader, Mrs. Evelyne Nduwayezu, public awareness campaigns have taken place against all constructions near irrigation infrastructure, but also for the non-occupation of the irrigated agricultural perimeter.
However, some people still turn a deaf ear, building even at night, which is the cause of the clogging of the sprinklers that supply the irrigated crops downstream, that official deplored.
The Cibitoke County leader decried the ignorance of people not to recognize that this irrigated perimeter came as a response to fight against food insecurity and poverty.
She disagrees with grassroots administrative officials who should get involved to prevent this state of affairs, but who continue to sign on the purchase contracts of plots to be built in that flood area.
Mrs. Nduwayezu added that after various press releases from the governor’s office warning those who build on irrigated land and between the dikes, compliance with the law is a necessity. She advised them to build elsewhere, and for those who do not have other plots, to sell those located on the irrigated land to rice, maize and tomato farmers, to buy others outside the perimeter.
Only those who built there before the arrival of these irrigation channels should be relocated by the administration, while those who do not want to comply with administrative measures do not have the right to claim anything, once their houses collapsed, following the floods, she insisted.
As for the owners of those anarchic constructions, most of them come from the districts of the Cibitoke province, under the pretext that they want to build in the urban center where they easily access electricity and other services that do not exist in rural areas.
