GITEGA, February 27th (ABP) – The Cabinet met on Wednesday 26 February 2025 at the presidential palace in Gitega (the political capital and center of Burundi), under the chairmanship of the Head of State, Evariste Ndayishimiye, with 13 items on the agenda, including expenditure commitment ceilings for the third quarter of 2024/2025.
During the meeting, the first item analysed concerned the sectoral policy of the Ministry of Foreign Affairs and Development Cooperation and its implementation strategy, which was presented by the Minister of Foreign Affairs and Development Cooperation, Ambassador Albert Shingiro.
The second item was the bill to ratify the African Union Convention for the Protection of Internally Displaced Persons in Africa (Kampala Convention), which was presented by Imelde Sabushimike, Minister for National Solidarity, Social Affairs, Human Rights and Gender.
The Minister of Finance, Budget and Economic Planning, Nestor Ntahontuye, presented 7 points. These points related to: the Public Investment Programme (PIP) 2025-2028; the Budget Settlement and Accountability Bill, financial year 2023/2024; the Draft Decree on the publication of the preliminary results of the General Census of Population, Housing, Agriculture and Livestock in Burundi, 2024 edition, “RGPHAE, 2024”; the Expenditure Commitment Ceilings for the third quarter 2024/2025 and the Multiannual Budgetary and Economic Programming document from 2025/2026 to 2027/2028.

The same Minister also presented the Draft Joint Ordinance on the modalities of application of Article 118 of Law N°1/27 of 30 December 2024, amending Law N°1/19 of 28 June 2024 fixing the budget of the Republic of Burundi for the Financial Year 2024/2025. The last item he presented concerned: the draft joint ordinance on the modalities of application of Article 151 of Law No. 1/27 of 30 December 2024, amending Law No. 1/19 of 28 June 2024, fixing the budget of the Republic of Burundi for the financial year 2024/2025.
The tenth item on the agenda, concerning a briefing note on Burundi’s chairmanship of COMESA, was presented by the Minister of Trade, Transport, Industry and Tourism, Marie Chantal Nijimbere. The Minister of Infrastructure, Equipment and Social Housing, Dieudonné Dukundane, presented the last two items on the agenda. These were the draft decree amending decree no. 100/121 of 24 December 2020 on the missions, organisation and functioning of the Ministry of Infrastructure, Equipment and Social Housing. Finally, he presented the progress report on preparations for the construction of Bujumbura’s former central market.
