BUJUMBURA, October 25th (ABP) – Prime Minister Gervais Ndirakobuca presented, on Thursday, October 24, 2024, before the two Houses of Parliament meeting in congress at the Kigobe hemicycle, the report of the government’s Annual Work and Budget Plan (PTBA) for the second half of the year 2023-2024.
The report is the result of the achievements of actions and activities by the government for the second half of the year, that is to say, from January to June, 2023-2024.
The results presented mainly concern the main actions carried out and distributed across four areas, namely politics, economics, social and environment. Regarding achievements in the political field, the decentralization and local development programme in local development planning actions and the transfer of skills and resources from the State to the districts, the Prime Minister showed that 119 districts were supported with a physical achievement rate of 100%.
In addition, 9 micro-projects were supported in the action of repatriation and reintegration of refugees with a physical achievement rate of 100%.
Regarding the decentralization and community development programme on the action of mobilizing the districts’ own resources, Ndirakobuca reported that 50 staff members of the national fund for communal investment (FONIC) were trained with a physical achievement rate of 100%. And to add that 16 provincial and district contingency plans for disaster risk reduction have been updated and validated with a 100% implementation rate in the civil protection programme on risk prevention and disaster management.
For access to justice in the same policy area, the Prime Minister also showcased that two jurisdictions for virtual hearings have been set up with a 100% rate in judicial infrastructure and equipment; 266 judges and judicial officers are trained with a 100% rate; and 382 judicial executives have been trained and moralized in the action of human resources of judicial services.
In the economic field, the Prime Minister cited the achievements made during this half of the year, in particular a mini laboratory for the quality control of medicines is functional at ABREMA in the programme of supply and access to health services and care, 22 motor pumps made available to provincial offices in charge of the environment in the general administration programme.
Thus, on the action of research on development, ecology and farming and fisheries production systems, 20 varieties registered in the catalog are controlled including 5 for rice, 5 for beans, 4 for potato, 3 for corn and 3 for sweet potato, he continued to reveal. 25 new varieties including 3 for corn, 5 for sorghum, 7 for beans, 4 for varieties of sweet potatoes, 2 for peas and 4 for fodder crops are registered and their VAT is measured.
Additionally, in the same area, 18 supervision trips of coffee seed production activities were carried out in research on crops and the development of the seed industry.
Concerning the transport infrastructure programme on the road network, the Prime Minister indicated that the budget was used for activities relating to road infrastructure and mission expenses related to the activities of the railway project that were implemented in Tanzania.
On land transport, he mentioned that the Public Transport Office (OTRACO) plans to purchase 19 public transport buses and that the contract has already been concluded with the supplier. According to forecasts, delivery is scheduled for December 2024 if the advance in dollars would have been paid.
Regarding air transport, the Prime Minister also reported that there are 6 counters with baggage conveyor lines at Melchior Ndadaye International Airport, while explaining that for the PTBA 2023-2024, it will be a question of replacing the latter with modern counters and creating 6 new ones. The 12 pieces of equipment were received on July 3, 2024, he explained.
In the same economic field, he indicated that in the hydraulics, energy and mining programme, 4 occurrences containing cassiterite in the localities of Mugongo-Manga and Muramvya were identified and mapped with a physical completion rate of 100%. And to add that 42 pumping stations were rehabilitated and maintained with a rate of 100% in the drinking water and basic sanitation programme. In the environmental field, the Prime Minister also noted that practical training of staff on topographical devices was carried out, 3 coordination workshops were organized, 2 trips were made and an analysis report was produced in the programme of the environment and sustainable land management.
Finally, he returned to some achievements in the social field, particularly in the child protection programme where 756 street children were reintegrated into their respective families with a completion rate of 50.40%. 325 children were assisted with school materials and other needs as well as 6 batches of medicines and other medical consumables that are available for each hospital in the programme of supply and access to health services and care.
Therefore, the Prime Minister notes that the overall financial completion rate is 80.09% with a physical completion rate of 80.43% in all the aforementioned areas. In view of the challenges observed, the Prime Minister mentioned, among other things, the lack of planning experts, the absence of a legal framework as well as the lack of collaboration between ministers and parliamentarians.
