BUJUMBURA, October 2nd (ABP) – The Minister of Civil Service, Labor and Employment, Mr. Venuste Muyabaga announced on Monday, September 30, 2024, during a press briefing, the holding of the General Assembly of Public Administration from October 23 to 25, 2024.
According to him, the government of Burundi has begun since 2011 the reflections on the capacity-building of public administration to be able to steer the vision of development of the country in the medium and long term. This is how an in-depth diagnosis of the Burundian public administration was carried out, he added. This highlighted several dysfunctions of the administrative system due to a sloppy organization and insufficiently defined and implemented coordination procedures, the insufficient capacity of the administrative system to design and manage the implementation of public policy, the low use of modern information and communication technology (ICT), the public administration insufficiently close to citizens in terms of access to public service and issuance of administrative documents. Following this diagnosis, Mr. Muyabaga indicated, a national programme for the reform of public administration (PNRA) was adopted and aims to carry out 37 actions grouped into four strategic axes, namely restoring the capacity of the management and design of the Burundian government; restoring the principles of management of civil servants around the values of equity, transparency and performance; putting the performance of public administration at the service of citizens; creating favorable conditions for the development of ICT in administration and the development of capacities. He said that the evaluation of the implementation of this national public administration reform programme now shows an average rate of 35 percent as the achievement of the strategic axes defined in the PNRA. Burundi has resolutely committed to a new dynamic of long-term development planning with its vision of an emerging country by 2040 and developed country in 2060. This vision would only be realized with a strong, effective and efficient administration capable of piloting all the priority measures put forward for this purpose; Minister Muyabaga underscored.
It is with this in mind that the government of Burundi, through the Ministry responsible for Public Service, considered it urgent to organize a general assembly of the Burundian public administration that is more inclusive and more adapted to the context of today’s world. Through that meeting, all issues concerning the improvement and efficiency of the performance of public administration will be discussed and analyzed by all stakeholders in a spirit of openness and creativity, with a view to proposing ways out for its transformation into an administration of development and appropriate local service, he said.
That general assembly aims to provide the country with a reference framework for the reforms and innovations necessary for the transformation of Burundian public administration as the main driver for the achievement of the vision of Burundi as an emerging country by 2040 and a developed country in 2060.
Concerning the preparations, a series of preparatory actions and opinion surveys have just been organized for a good preparation for that upcoming general assembly to better enlighten the debates and make the discussions more practical. He invited national and international opinions to take ownership of the preparation and results from such a general assembly, for a modernization and a profound transformation of Burundian public administration.
