The standing committee in charge of Agriculture presented the report relating to the commentary on the monitoring report on the implementation of the recommendations of the National Assembly by certain ministries and the CNIDH

BUJUMBURA, February 21st (ABP) – The Chairperson of the Standing Committee on Agriculture, Livestock, Environment, Communal Development and Public Labor, Hon Jocky Chantal Nkurunziza presented, on Wednesday, February 19, 2025, in plenary session of the National Assembly, the report relating to the commentary on the monitoring report on the implementation of the recommendations of the National Assembly and the Court of Auditors by certain ministries and the National Independent Commission for Human Rights (CNIDH).

Hon. Nkurunziza said that this report focused on the implementation of the recommendations made by the National Assembly, with a view to verifying the status of the implementation of the recommendations contained in the monitoring report on the recommendations made by the Court of Auditors to the CNIDH and to identify the reasons for their non-implementation.

She specified that during the recommendations issued by the National Assembly to the Court of Auditors, they deplored the fact that for some of its members, their administrative documents are incomplete, in particular the marriage certificates, and the aspects of human rights. The commission called on the CNIDH to produce the report containing all the aspects of human rights and complete the administrative documents of certain staff members as required by law.

With regard to the vehicles granted by the UNDP, the commission called on the ministry in charge of transport to grant authorization to change the plates of the four vehicles received, to be in the CNIDH vehicle fleet. The commission also asked the CNIDH to develop a mission plan to the interior of the country for the justification of the budget execution.

After analyzing the status of the implementation of the recommendations issued by the National Assembly, the commission noted on the one hand that among four recommendations issued by the National Assembly to the CNIDH, two recommendations were implemented at 50% in accordance with the table containing the results from the analysis, and on the other hand that amid the 42 recommendations issued by the Court of Auditors, 20 recommendations were implemented at 47.61%. Three recommendations were partially implemented while 19 recommendations were not implemented. The National Assembly asked the other institutions to carry out a control activity ensured by an auditor as CNIDH did.
