The government strengthens its results-based public management

MUGERE, April 20 (ABP) – Under the auspices of the Prime Minister’s office, the government of Burundi continued, on Thursday, April 16, 2026, training sessions as part of a workshop intended for prov incial and communal sectoral officials.

The activities focused on the Annual Work Plan and Budget (AWPB), with the aim of improving transparency and efficiency in public spending through results-based management.

The head of the office in charge of coordination, planning and monitoring-evaluation at the Prime Minister’s office, Jeanine Niyukuri, indicated that this training session aims to improve the skills of provincial directors, their heads of services as well as heads of communal departments in operational planning, implementation, monitoring-evaluation and reporting.

She stated that duri ng that activity, a presentation was devoted to program budgeting, a results-based management system. This approach consists of planning, implementing, monitoring and evaluating government actions by focusing on concrete results to be achieved.

She specified that this management method aims to strengthen the effectiveness of public action, accountability, transparency, as well as institutional performance.

However, challenges were noted, particularly the need for better clarity of public policies and sectoral priorities, the lack of credibility in certain environments, as well as the growing expectations of citizens, economic actors and external partners, she deplored.

The second presentation focused on the structure of strategic and operational planning documents in Burundi, in connection with the country’s development programs. This is notably part of the national vision 2040-2026, as well as the National Development Plan (NDP 2018-2027), revised in 2023 to fully align with this vision.

According to Mrs. Niyukuri, this framework now constitutes the main operational planning tool for translating national ambitions into concrete, measurable and budgeted actions.

She invited the participants benefiting from this training to take ownership of these tools with rigor and a spirit of collaboration, in order to build strong and effective governance.

For their part, the participants expressed their commitment to follow this training attentively and to put the knowledge acquired into practice.
