BUJUMBURA, November 19th (ABP) – The Cabinet met on Wednesday, November 13, 2024, in Bujumbura, under the chairmanship of the President of the Republic, Evariste Ndayishimiye, with 9 items on the agenda, according to a press release issued on that occasion.
Thus, in the first presentation made by the Prime Minister’s Office, it was indicated that Burundi joined the International Atomic Energy Agency in 2009. In September 2022, a law relating to the peaceful use, safety and security of nuclear energy and ionizing radiation was enacted. This law provides for the creation of a Radiation Protection and Nuclear Safety Authority of Burundi (ARSBU).
The draft decree is an implementation of that law and establishes the functioning of the Authority. The establishment of this decree will allow the Regulatory Authority to ensure the control and regulation of the use of ionizing radiation sources for peaceful purposes in the various sectors of the country’s life, this press release specifies.
Following the analysis, the project was adopted with certain substantive and formal corrections.
The draft decree on the creation, organization, missions and functioning of the National Youth Forum in Burundi was presented by the Minister of EAC Affairs, Youth, Sports and Culture. Through this bill, it was indicated that in Burundi, young people represent a percentage that is essential. This is an asset that must be exploited for the benefit of development, especially by strengthening supervision.
It is in that perspective that a Burundi National Youth Council has been set up since 2004. Unfortunately, there has never been a legal framework governing this body. It was subsequently noted that the National Councils are determined by the Constitution.
According to that press release, the draft decree responds to two concerns including the establishment of a legal framework that governs this body that brings together Burundian youth; to comply with the Constitution by changing the name ” Burundi National Youth Council ” to ” Burundi National Youth Forum “. After analysis, the bill was passed subject to adjustments in terms of substance and form.
The draft decree on the creation, composition, mission, organization and operation of the national committee for the digitalization of public services was presented by the Minister of Communication, Information Technology and Media.
It was indicated in this bill that the Master Plan for the Digitalization of Public Services in Burundi provides for the establishment of a National Committee for the Digitalization of Public Services and a Technical Committee to monitor its implementation in order to ensure its operationalization.
The role of the National Committee is to pilot the implementation of the Master Plan for Digitalization and is supported by a technical committee whose mission is to verify whether the implementation of the Master Plan for Digitalization is carried out normally.
According to the press release, the draft decree formalizes the establishment of the institutional framework for piloting and monitoring the implementation of the Master Plan for Digitalization, by making some adjustments to ensure its effectiveness in relation to the mechanisms provided for in the Master Plan.
After analysis, the bill was passed with some corrections.
