CIBITOKE, Oct 3 (ABP) – The Burundian Lord Speaker, Gervais Ndirakobuca, during a visit to Cibitoke, met on Wednesday, October 1, 2025, with members of the communal council, the communal administrator, their advisers, heads of communal departments, and zone leaders.
The purpose of this meeting was to discuss the constitution and the laws governing the country and communal administration, to promote good governance and institutional collaboration. The head of the upper house of parliament spoke about the relationship between the Senate and the commune, and the collaboration that should characterize the communal council members, the administrator, and other communal officials, in order to clarify their roles.
He urged them to respect the law, work diligently, and collaborate effectively to advance their commune for the benefit of its population. The Lord Speaker called on the participants to roll up their sleeves to better serve the people who elected them. He stated that from now on, the administrator will be regularly summoned by the communal council to respond to questions related to the population’s grievances. This means that the communal council becomes the parliament of those who elected it.
Furthermore, services that were previously provided by the commune are now handled by the zones. Zone leaders were urged to carry out their duties properly and to collaborate effectively with their technical advisers, he noted.
The upper room of parliament representative emphasized that the decentralization sought since 2005 has now become a reality in terms of legislation, finances, and the Communal Community Development Plan (PCDC).
It is worth noting that after this session, the Lord Speaker visited ECOFO Karurama in Cibitoke commune, where he distributed school kits consisting of notebooks to over fifty students from that school.
