BUJUMBURA, April 10th (ABP) – The Speaker of the National Assembly, Daniel Gélase Ndabirabe, chaired a plenary session at the Kigobe hemicycle on Tuesday 8 April 2025.
On the agenda were two main points, namely the analysis and adoption of the Senate’s amendments to the “draft law amending law no. 1/02 of 3 March 2016 on the reform of communal taxation in Burundi”, and the presentation by the First Deputy President of the National Assembly, Dr Sabine Ntakarutimana, of the report on the mission to Muyinga province from 13 to 18 March 2025.
After analysis, the amendments were adopted by the deputies, with the exception of a single technical amendment, which was rejected on the grounds of non-compliance with logistical rules.
On the second point, Dr Ntakarutimana said in her presentation that she had joined members of the communal councils of Muyinga, Buhinyuza, Mwakiro and Gasorwe at a meeting of the enlarged communal council of Muyinga to analyse and adopt the commune’s budget for the 2025/2026 financial year. She also mentioned her participation in the ceremonies to celebrate International Women’s Day at provincial level, under the theme: “Women, pillar of development: Let’s support them to achieve our country’s vision 2040 and 2060”.
During that mission, she pointed out, she joined the Bagumyabanga of the ruling party in the demonstration of strength activities of the party’s Imbonerakure youth league in the extended commune of Muyinga, where she noted the presence of a huge crowd and passed on messages about maintaining peace and security, development and participation in the elections.
On 17 March 2025, Dr Ntakarutimana, accompanied by a member of parliament elected in the Muyinga provincial constituency, the provincial governor, the administrator of the commune of Butihinda and some natives of the commune, inaugurated the offices of the councillors of the Tangara and Kamaramagambo villages in the commune of Butihinda.
She took the opportunity to express her satisfaction at the peace and security prevailing in Muyinga province. She took the opportunity to appeal to the people to strengthen peace and security, especially in that pre-electoral period. She also indicated that she had sensitised the population to pursue community development activities, protect the environment, promote good management of public affairs and fight against fraud.
Finally, she encouraged the population to form cooperatives to promote self-development, and invited women to become more involved in contributing to the development of their households and educating their children in an exemplary manner.
