GITEGA, September 27th (ABP) – The Truth and Reconciliation Commission (CVR) organized on Wednesday, September 25, 2024, in Gitega (Center), an exchange and information meeting for the governors of the provinces of Burundi on the issue of Land and other Assets, its new mission which is added to its primary mission of “Truth and Reconciliation”, a check by ABP revealed.
In his presentation, the Chairman of the CVR Ambassador Pierre Claver Ndayicariye reminded the participants that the CVR aims to deal with the past linked to massive human rights violations and the rehabilitation of victims in the sense of transitional justice.
He added that the CVR also aims to recognize disputes relating to land and other assets between victims, whether be victims of public or private services.
Mr. Ndayicariye told the governors that this commission will soon set up a provincial representation with a consultative and non-deliberative mission, like the delegates who represented the National Commission for Land and Other Assets (CNTB), whose term was not renewed.
The objective of that provincial representation is to prevent the people from traveling to Bujumbura to submit their files.
He also pointed out that the CVR will reconcile the missions assigned to them by law, in particular by connecting the dead or victims to their dispossessed property, namely seized and sold houses, dispossessed properties, seized and blocked bank accounts, seized and sold vehicles. They will take stock of existing files relating to land and other property, and develop a strategy for managing and communicating disputes relating to land and other assets, Mr. Ndayicariye explained.
He specified that the CVR wishes to collaborate with the provincial governors for the success of that mission, which is very useful for the future of the country. It is for this reason that he called on them to popularize the new law governing the CVR among their constituents because, he pointed out, decisions that will be taken by that commission will be final.
It is worthy to note that each governor revealed to the CVR the state of affairs in his province in relation to land disputes so that this commission is aware of the problems that haunt the population in each province.
